It may also be possible for you to consider installation of a water meter, after gaining permission from Y.C.H. In the right circumstances, this could reduce your water bills substantially, and you have the added advantage of being able to assess the impact on your bills for the first 12 months following the switch. If the meter proves more expensive, then you can revert back to the rateable value billing method providing that you do so within that 12 month period.
